It is inevitable that higher education institutions (HEIs), and higher education systems and policies, are being transformed by globalisation. Always among the most internationally open of all sectors, higher education has become central to many of the changes sweeping through the OECD and emerging nations, in which world-wide networking and exchange facilitate the reshaping of social, economic and cultural life. In global knowledge economies HEIs are more important than ever as mediums for and agents of a wide range of cross-border relationships and continuous global flows of people, information, knowledge, technologies, products and financial capital.
